Where do I buy EV diagnostic tools for my own garage?

You order the TBE Toolkit directly from The Battery Experts. This allows you to test yourself in your own workshop, without having to transport any cars. The toolkit includes the dongle, the adapter cables, and access to the app. You use one license per vehicle, linked to the VIN.
